From Bretton Woods to the GENIUS Act and Super Intelligence: The Changing U.S. System from Global Finance to AI Safety

The world’s economic and technological systems have passed through several major milestones. The Bretton Woods Conference of 1944 was one of the key events that laid the foundation for the modern international monetary system. Decades later, the United States established a federal regulatory framework for stablecoins through the GENIUS Act. Meanwhile, in September 2026, U.S. President Donald Trump entered into a voluntary safety agreement with major AI companies and issued an executive order related to the use of the term Super Intelligence instead of Artificial Intelligence in certain government documents.

Looking at these developments together helps explain how approaches to regulating the global financial system and emerging technologies have evolved over time. However, the three developments have different legal natures and objectives.

Why Was the Bretton Woods Conference of 1944 Important ? 

During World War II, discussions had already begun about the economic system that would be needed after the war. As part of this effort, the United Nations Monetary and Financial Conference was held from July 1 to July 22, 1944, at the Mount Washington Hotel in Bretton Woods, New Hampshire, United States. Representatives from 44 countries participated in the conference.

The purpose of the conference was to establish an institutional framework for international economic cooperation, monetary stability, and post-war reconstruction. The conference resulted in the preparation of the Articles of Agreement for the International Monetary Fund (IMF) and the International Bank for Reconstruction and Development (IBRD). The IBRD later became a major part of the World Bank Group.

Under the monetary system proposed at the time, the currencies of many countries were linked to the U.S. dollar, while the dollar was linked to gold at a fixed value. According to the IMF’s historical materials, the system was intended to promote international monetary cooperation, trade and economic development, while reducing excessive exchange-rate instability.

However, it would not be accurate to say that today’s global monetary system is directly the same as the system established in 1944. The original Bretton Woods fixed-exchange-rate system changed over the following decades. Therefore, saying that the world still operates under exactly the same Bretton Woods system would be factually incorrect.

The GENIUS Act in the Digital Era


Nearly eight decades later, the U.S. financial system faced a very different challenge—stablecoins.

A stablecoin is a type of digital asset designed to maintain a relatively stable value against a currency or another reference asset. In 2025, the U.S. Congress passed the Guiding and Establishing National Innovation for U.S. Stablecoins Act, commonly known as the GENIUS Act, creating a federal regulatory framework for payment stablecoins.

On July 17, 2025, the U.S. House of Representatives passed S.1582 by a vote of 308–122, and on July 18, 2025, President Trump signed the legislation into law. Official White House records describe the law as legislation concerning the regulation of payment stablecoins.

The law establishes important requirements concerning reserves and disclosures for payment stablecoin issuers. According to the White House, the law includes requirements for 100% reserve backing as well as regular public disclosure concerning the composition of reserves.

An important point here is that the GENIUS Act did not mean that the entire regulatory system became fully operational immediately after the law was passed. The Treasury Department, Federal Reserve and other regulators have to develop rules for its implementation. In September 2026, the Federal Reserve sought public comments on two proposals related to the regulatory framework for Board-supervised payment stablecoin issuers under the GENIUS Act.

The Treasury Department has also begun rulemaking related to implementation. According to the Treasury Department, the expected effective date of the law is January 18, 2027.

Therefore, describing the GENIUS Act as a complete stablecoin regulatory system that immediately became fully operational would be incomplete. The law has been enacted, but detailed regulatory implementation is still underway.

The New White House Accord on AI Safety in 2026

Now we come to the third and most recent development.


On September 29, 2026, U.S. President Donald Trump met with executives from major technology and AI companies at the White House. Representatives from Google, Anthropic, Meta, OpenAI, xAI and Nvidia were among those involved. Following the meeting, a one-page document titled “White House Accord on Super Intelligence: Joint Commitment on Frontier Responsibilities” was presented.

The agreement was signed by representatives including Sundar Pichai of Google, Dario Amodei of Anthropic, Mark Zuckerberg of Meta, Greg Brockman of OpenAI, Elon Musk of xAI and Jensen Huang of Nvidia.

The agreement outlines a four-level approach to safety for frontier AI models:

1. Internal Controls
Companies would maintain internal controls to monitor the capabilities and risks associated with their AI systems.

2. Internal Oversight Team
An internal team would have a role in monitoring these controls and assessing their effectiveness.

3. External Audit
Independent external auditors would assess the companies’ safety controls.

4. Board-Level Oversight
An independent board committee would receive reports about issues and oversee efforts to address them.

The most important point here is that the agreement should not be described as a law or a binding regulation passed by Congress. According to available reporting, it is a voluntary commitment.

Trump described it using terms such as morally binding and almost like a constitution, but those statements do not mean that the document itself automatically became U.S. law.


Why Replace  Artificial Intelligence with  Super Intelligence ?

On September 29, 2026, Trump also issued an Executive Order titled Inaugurating the Era of Super Intelligence.

According to the official White House document, the Executive Branch is directed, to the maximum extent permitted by law, to use the terms Super Intelligence and SI instead of Artificial Intelligence and AI in official correspondence, public communications, websites, reports, policy documents and other non-statutory documents.

However, an important distinction must be understood here. The Executive Order did not universally eliminate the term Artificial Intelligence from U.S. law. The order itself recognizes that existing statutory definitions and laws can only be changed through legislation passed by Congress.

The order also states that the APST is to prepare a proposed federal definition related to Super Intelligence within 60 days.

Therefore, the claim that the United States has legally eliminated AI and AI technology no longer exists under that name would be incorrect. The development is primarily a change in terminology within official Executive Branch communications and documents.

What Can Be Understood by Looking at All Three Developments Together ?

The Bretton Woods Conference, the GENIUS Act and the 2026 AI Accord are developments from different periods and circumstances.

The 1944 Bretton Woods Conference was primarily concerned with establishing the institutional foundations for international monetary cooperation and post-war economic reconstruction.

The 2025 GENIUS Act is a federal law concerning the U.S. regulatory framework for a specific category of digital assets—payment stablecoins. In 2026, regulators are still developing rules for its implementation.

The 2026 White House Accord, meanwhile, is an industry commitment concerning voluntary safety controls and auditing for frontier AI. Unlike the GENIUS Act, it is not a statute passed by Congress.


The most important conclusion from this broader story is that the process of creating new rules in global finance and technology does not always follow the same path. Some systems emerge from international conferences and become institutions; some are established through legislation passed by Congress; and others take the form of voluntary industry commitments or executive actions.

Therefore, rather than presenting the developments from Bretton Woods to the GENIUS Act and then to the Super Intelligence initiative as a simple story in which a new global system has been created, it is more factual to examine their legal status, objectives and scope of application separately.
